Colorado's economy was among the first to rebound among the states after the recession, but it's not really the state that can take credit, Colorado's economic development chief says. "The economic boom is driven by the economic decisions of the cities, not the state," said Fiona Arnold, executive director of the Colorado Office of Economic Development and International Trade. She said cities like Denver and Fort Collins made tough decisions decades ago that allowed the state to leave the recession in its rear-view mirror a lot quicker than other states. She cited creation of the Scientific and Cultural Facilities District in 1989 to support Denver-area arts and culture, and the opening of Denver International Airport 20 years ago. And Fort Collins began revitalizing its historic Old Town district starting in the 1980s.

"(Denver and) Fort Collins invested; Colorado Springs did not, and you can see the results of that." "The state needs more than a thriving Denver," she said. "We need a state that is completely connected."
